Rajiv Awas Yojana, the flagship programme of Ministry of Housing and Urban Poverty Alleviation, aims at creating a "Slum Free India" with inclusive and equitable cities in which every citizen has access to basic civic infrastructure, social amenities and decent shelter. The major objectives of the project are to enabling reforms to address some of the causes leading to creation of slums in addition to institutionalizing mechanisms for prevention of slums by creation of affordable housing stock. Strengthening institutional and human resource capacities at the Municipal, City and State levels and empowering the community by ensuring their participation at every stage of decision-making by strengthening Slum Dwellers' Association/Federations is central to achieving these objectives. As part of implementing the project, a Slum Free City Plan of Action (SFCPoA) on ‘whole city’ basis is initially prepared and based on the prioritization of slums in SFCPoA, cities would be further required to prepare Detailed Project Reports (DPRs).
